National Registry for Bomb-Makers Proposed
Proposal:
My proposal is that the U.S. Federal Government waste my tax dollars on establishing a centralized registration program for everyone who wishes to purchase bomb-making materials.
Rational:
Faced with the imminent outlawing of all hand guns currently in the hands of private, law-abiding U.S. Citizens, I fear those wishing to perpetrate acts of random violence and mass killing may turn to other, tried-and-true methods of inflicting mass death on unsuspecting groups of people in the U.S.
To forestall this onslaught I make the following proposal:
Proposal:
If you are now, or in the future wish to become, a member of this sub-group of U.S. Citizens entitled to make bombs in the U.S., you will have to register your name, address, medical history, specialized fields of study you have participated in, any previous bomb-making experiences you may have had, along with a list of proposed target locations for the bomb(s) you currently wish to build with the new, centralized agency.
Adequate Record Keeping:

You must maintain a complete and up-to-date "Personal List of Target Locations" in your personal "Bomb-Making Files" at all time.

Within 30 days of the date you add a new Target Location or remove a previously registered Target Location to/from your "Personal List of Target Locations" you must notify the Registry of the changes.

It is important that your List and the List kept on file for you at the Central Registry be identical in all significant respects at all times. If a spot check of your files reveals significant discrepancies, your License may be revoked or suspended for a period not less than 30 days. Upon a second violation of proper record-keeping procedures, your License will be permanently revoked. This is a mandatory penalty with no recourse for future reinstatement.
Issuance of Proper License:
Once the National Bomb Safety Registry has received your request for a license, and has completed the proper background checks, a license will be issued to you. This License must be prominently displayed at your bomb-making location. (Specifications for the obligatory display frame will come with your license.
Bomb-Making Photo ID:
In addition to your official License, you will be supplied with a photo ID. Each time you make a purchase of bomb-making materials you will be required to present your Bomb-Making ID, along with providing the seller a legible impression of your right thumb-print. (In the event no right thumb is available, a left thumb-print is acceptable, as long as it is so noted on the official Thumb Record document.
Time Frame:
You should receive your documents in the mail within 60 days of the date your application is received.
Mandatory Waiting Period:
After receiving you new Bomb-Making License, you will be required to undergo a mandatory 30 day waiting period (sorry, no exceptions here) before you will be allowed to purchase your bomb-making materials at an authorized bomb-making materials outlet.
Adequate Storage Area:
On your application, you will be asked to acknowledge and certify that you agree to store all bomb-making materials that are in your possession in an adequate storage area. In the event you run out of room, you must amend the information on record at the Centralized Registration Center within 30 days of the additional location(s) you choose to store your bomb-making materials at.
Optional Inspection:
Having assembled your bomb, you may request an official inspection by writing to the BATF in Washington D.C. (This inspection is completely optional; it is not mandatory.)
Due to the anticipated volume of requests, it may take up to 270 days to have a certified inspector conduct the requested inspection.
Fees for this inspection will be set at a going, market rate for Bomb Inspectors.
